Scott F. Miller is President and Chief Executive Officer of FCi Federal. With more than 30 years’ experience in both public and private sector markets, he has a successful track record of leading operations and corporate growth, and delivering services for federal and commercial markets.

Mr. Miller joined FCi in 2012 as President during which time the company grew both revenues and employee population by more than 150 percent. He is responsible for leading operations, overseeing all divisions and services, corporate development, as well as leading the corporate program management office and shared services that support all customer engagements.

Previously, Mr. Miller was Chief Operating Officer at HPTi and helped manage HPTi's successful growth in technology and engineering services. Prior to joining HPTi, he was Vice President at MRJ Technology Solutions where he built a successful business delivering advanced computing and system development solutions to both the federal and commercial markets.

Mr. Miller began his career with General Electric Company and holds a MS in Systems Engineering from the University of Pennsylvania and a BS in Mathematics from Drexel University.

Sharon D. Virts has nearly 30 years of experience in the federal market. She founded FCi Federal (formally FedConsulting) in 1991. Under her direction, FCi Federal has experienced stellar growth since 2005, growing from 35 employees and $1.5 million in revenue in 2007 to nearly 5,000 employees and $153 million in revenue today.

Ms. Virts’ vision and her passion have positioned FCi Federal as the market leader in operations processing services and adjudication support to the government. The company holds major contracts with Department of Homeland Security including the U.S. Citizenship and Immigration Services and Customs & Border Protection as well as the Department of State and the Department of Justice including the FBI and DEA.



Under her leadership, FCI Federal has been named to Inc. Magazine’s 500/5000 List of Fastest Growing Companies in the United States every year since 2012. Year over year, the company has been named as one of the top-100 fastest-growing companies in the D.C. area by numerous publications, including the Washington Business Journal.



In 2013, Ms. Virts was named Ernst and Young's 2013 Entrepreneur of the Year for Greater Washington. She was honored by the U.S. Women’s Chamber of Commerce when she received their Women Contractor/Growth Master Award in 2012.  In 2013, she was recognized by the Women's Chamber for her assistance and mentoring support of other woman-owned small businesses by receiving their prestigious Stellar Award.



Ms. Virts is a commissioner on the Loudoun Economic Development Commission, serving as vice chairman, and participates on a number of small business advisory boards in both Loudoun and Fairfax Counties.  She also lectures nationally on small business growth.

Prior to founding FCi Federal, she was the director of government programs for Prentice Hall/Maxwell Macmillan Publishing in New York, where she orchestrated and successfully built a nationwide government sales program. Earlier in her career, she was a program development manager for CSC, responsible for winning programs worth more than $3 billion. She began her career as a federal junior fellow under a grant program with the Department of Housing and Urban Development.

Ms. Virts holds a degree in engineering from the University of Virginia.

Susan M. Kirton

As Chief Administrative Officer, Susan M. Kirton develops and manages people programs that support FCi Federal customer requirements and that are aligned with employee-focused culture and values of FCi Federal.

Prior to joining FCi Federal, Ms. Kirton worked with USIS where she created a human capital business partnership for all human resources functions. During her 16-year tenure at USIS, she designed and implemented strategies resulting in improved employee engagement and enabling annual revenue growth. The strategies implemented in collaboration with other members of the executive team ensured an understanding of the tenets of risk, established business expectation on a return on investment, and improving the employee experience.

Ms. Kirton holds a B.S. in Psychology from University of Pittsburgh and a M.S. Human Resources Development from Villanova University. Ms. Kirton is also a member of the Society for Human Resource Management.

William M. Thomas

As Executive Vice President and General Manager, William Thomas is responsible for operational performance over our U.S. Citizenship and Immigration Services which includes the National Benefits Center, Field Operations Support Services and Service Center Operations Support Services programs. Mr. Thomas also oversees the Professional Support Services business unit, which includes the organization’s FBI programs.

Mr. Thomas joined FCi Federal from IAP Worldwide Services, Inc. where he was the Director of Professional & Technical Services. He has held positions of increasing responsibility of P&L leadership, operations and growth at Soneticom and 3D/International.

He holds a Bachelor’s degree in Business Administration and Management from Faulkner University.

Tina Dolph is Executive Vice President and General Manager of FCi Federal. She brings more than 25 years of experience in the government services industry spanning program operations, strategic planning, business development and financial management.

Ms. Dolph is responsible for leading the company’s U.S. Department of State (DoS) programs as well as pursuing expansion plans into new markets.

Previously, she served as President of Information and Technical Solutions for ASRC Federal delivering top and bottom line growth within the first 12 months of her tenure. Before that, Ms. Dolph held executive positions with PAE, Inc. rising from Chief Operating Officer to Executive Vice President of Operations and played a key role in the divesture of PAE from Lockheed Martin. She began her career at Lockheed Martin holding positions of increasing responsibility in such areas as operations, finance, strategic planning, mergers and acquisitions and business infrastructure.

Ms. Dolph received a Master’s of Business Administration, summa cum laude, from Rensselaer Polytechnic Institute and a Bachelor’s in Business Administration from LeMoyne College.

As Executive Vice President of Corporate Development, Michael Petrucelli oversees business development, capture, and proposal activities as well as stakeholder engagement activities.

Mr. Petrucelli was the former Acting Director of U.S. Citizenship and Immigration Services. He brings more than 20 years of government and private sector experience to FCi Federal, including service with the U.S. Department of State and the Export-Import Bank of the United States. He is the founder of Clearpath Immigration, an immigration services software provider for individuals and nonprofits.

Mr. Petrucelli holds a master's degree in business administration from Goizueta Business School, Emory University, with concentrations in leadership and international business. He also received Bachelor of Arts degree in political science from Trinity College in Hartford, CT.

Ms. Williams brings 15 years’ experience in federal contracting to this position, primarily focused on the project management of large-scale mission support contracts. In the last three years, she has also been tasked with similar strategic leadership for woman-owned and service disabled veteran-owned small businesses. Prior to her career in contracting, she was a reporter and editor at multiple community newspapers in the Shenandoah Valley of Virginia.

Ms. Williams holds a Bachelor of Arts degree in Journalism and is a certified Project Management Professional (PMP).

As Vice President of Learning and Development she oversees the design, development and execution of both quality and training programs throughout FCi Federal to meet customer requirements and enhance employee development. This includes quality control and training consistency across all customer programs.

Prior to FCi Federal, she served as Vice President of Civilian Programs supporting federal customers in the Department of Homeland Security, U.S. Citizenship and Immigration Services and Veterans Affairs.

She graduated from the University of Nebraska with a Masters in Adult Education and Kearney State College with a Bachelor of Arts in Education.

He brings to the position 25 years of experience delivering strategy innovation and technology in the government and commercial market spaces. Mr. Mikuta’s background covers the spectrum from enterprise and mobile software development, cloud, information visualization and big data analytics to business process engineering applied innovation delivery.

Prior to FCi Federal he was the Founder of Define Focus Accelerate, a technology and innovation consulting firm for clients in government IT, healthcare analytics, advertising and automotive industries. Before that he was Vice President of Strategy, Innovation and Technology at Engility Corporation (formerly High Performance Technology Incorporated, HPTi).

Mr. Mikuta is a self-taught developer and entrepreneur who began his career by founding his first company in his early 20’s in the software and design industry working for firms in the document management, multimedia and 3D animation arenas. His 20 years of government experience started with Booz Allen Hamilton delivering these same capabilities to the intelligence and advanced research areas. Adjunct to his current role at FCi he keeps his innovation edge sharp by mentoring startup entrepreneurs in the tech sector in his home town of Boulder, Colorado.

Sheila S. Blackwell has broad leadership experience and a 25-plus year track record as a Communications and Marketing professional in the technology, government services and media industries. As Vice President of Communications for FCi Federal, she leads external and internal marcom communications.

Previously, Ms. Blackwell served as Vice President & Chief Communications Officer for Decision Sciences, a global security detection technology company. From 2007-2012, Ms. Blackwell served as Vice President of Communications & Public Affairs for SRA International, a $1.7 billion publicly-traded (NYSE) government services contractor. Before SRA, Ms. Blackwell served as Vice President of Public Relations and Marketing for JDA Software/Manugistics.

Earlier in her career, Ms. Blackwell worked for such multinational firms as IBM (Federal Systems and Marketing & Sales) and MCI Communications (Public Policy PR) as well as helped launch telecommunication startups Teligent and StarBand. She was a PR consultant for AMS.

Ms. Blackwell began her career as a TV news reporter in upstate New York for NBC affiliate WICZ-TV40 covering local, state and federal government news and events, and also served as a legislative aide in the New York State Assembly.

Blackwell received a Bachelor of Art's degree in Communications and Public Relations from State College of New York at Geneseo. She serves on the chairing committee of Washington Executive's MARCOM Council.
