Ambassador Maura A. Harty

Ambassador Maura A. Harty has been named to the FCi Federal Board of Advisors. In this capacity, she will work with FCi’s Board of Directors to provide guidance on entering new markets, identify key contract opportunities, enhance current customer expansion efforts and support long -term corporate growth goals.
Retired as U.S. Assistant Secretary of State for Consular Affairs at the Department of State (DOS), Ambassador Harty currently serves as President and CEO of the International Centre for Missing and Exploited Children (ICMEC). She also previously led the Koons Family Institute on International Law and Policy for the ICMEC. Prior to her current role, she was President and CEO of the Make-A-Wish Foundation of the Mid-Atlantic.
A career member of the U.S. Foreign Service, Ambassador Harty served in a variety of senior positions in the State Department, including Special Assistant to Secretary of State George P. Shultz; Executive Assistant to Secretary Warren Christopher; Executive Secretary under Secretary Colin Powell and U.S. Ambassador to the Republic of Paraguay. Previously, she was stationed at locations that included U.S. embassies in Bogota, Columbia; Madrid, Spain and Mexico City, Mexico. Her credentials include a variety of commendations, including a Presidential Distinguished Service award.
Ambassador Harty is a Trustee of CAN, a non-profit research organization.
She received a Bachelor’s degree from Georgetown University’s School of Foreign Service.
Joanne O. Isham

Joanne O. Isham has been named to the FCi Federal Board of Advisors. In this capacity, Ms. Isham will work with FCi’s Board of Directors to provide guidance on entering new markets, identify key contract opportunities enhance current customer expansion efforts and support long-term corporate growth goals.
Ms. Isham is an independent consultant working with a variety of clients in the defense and intelligence sectors developing strategies, identifying high-value opportunities, addressing critical challenges and transforming their business.
Previously, Ms. Isham was a Senior Vice President for L-1 Identity Solutions responsible for planning, developing and executing L-1’s Federal market strategy and contributing to international, state and local market execution plans. Prior to joining L-1, she was the Chief Operating Officer of HPTi.
Ms. Isham also served as Vice President/Deputy General Manager of Network Systems at BAE Systems. She was responsible for operations and identifying strategic opportunities for new mission focus within the Intelligence Community, Department of Defense and Department of Homeland Security.
Prior to her work at BAE Systems, she held senior management positions at the Central Intelligence Agency (CIA) and other Intelligence Community organizations, including serving as Deputy Director of the National Geospatial-Intelligence Agency (NGA), and Deputy Director and Associate Deputy Director for Science and Technology at the CIA. Ms. Isham has received numerous awards for distinguished service throughout her government career.
Ms. Isham is on the Board of Directors for SSL MDA Holdings, Inc. and Michael Baker International. She is a board member of the CIA Officers Memorial Foundation and the U.S. Geospatial Intelligence Foundation.
She received a Bachelor of Arts in Government and International Relations from the University of Notre Dame.
Admiral James Loy

Admiral James M. Loy (Ret.-USCG) has been named to the FCi Federal Board of Advisors. In this capacity, he will work with FCi’s Board of Directors to provide guidance on entering new markets, identify key contract opportunities, enhance current customer expansion efforts and support long-term corporate growth goals.
Admiral Loy is a Senior Counselor at The Cohen Group providing corporate leadership with strategic and tactical advice, practical assistance in business development, market entry and strategic opportunities domestically and internationally.
Previously, Admiral Loy had a 45-year career in public service, retiring as Deputy Secretary of the U.S. Department of Homeland Security (DHS). In this capacity, he was involved in all aspects of consolidating 22 separate agencies into one unified Cabinet department as well as managing the organization’s day-to-day activities. Previously, Admiral Loy served as the Transportation Security Administration (TSA) Under Secretary for Security, Chief Operating Officer and Deputy Under Secretary.
In 2002, Admiral Loy retired from the U.S. Coast Guard after serving as the 21st Commandant of the U.S. Coast Guard, as well as Chief of Staff, Commander of the Coast Guard's Atlantic Area and as a seagoing officer and commander of major cutters. He has received numerous military commendations and civilian honors throughout his career.
Admiral Loy is a member of the Board of Directors of Lockheed Martin and RIVADA Networks, Inc.
He graduated from the U.S. Coast Guard Academy in 1964 and received a Master’s in Liberal Studies from Wesleyan University and a Master of Public Administration from the University of Rhode Island.
